Haddon Estate classic railway sleeper garden design

I'm wanting to create something like this in my garden. I took the photo while out walking in Derbyshire - so far as I can gather, it is part of the grounds of a 16th Century Manor House - part of the Haddon Estate at Stanton Woodhouse.
